China optimizes and adjusts its export control measures for drones, DJI responds: more conducive to the industry's development and technology application
On July 31, the Ministry of Commerce, General Administration of Customs, and the General Staff of the Central Military Commission issued a notice on optimizing and adjusting export control measures for drones, adjusting the control standards for some key drone components, such as infrared imaging equipment and lasers used for targeting, and adding high-precision inertial measurement equipment to the controlled range. The temporary export control on specific consumer-grade drones was lifted, while all uncontrolled civilian drones were prohibited from being exported for the purpose of mass-destruction weapon proliferation, terrorism, or military purposes. The above policies will come into effect on September 1.
In response, DJI said, "We are pleased to see the optimization and adjustment of China's export control measures for drones. The new direction is more conducive to the development of the entire drone industry and the application of technology. DJI has always been committed to designing, developing, and manufacturing civilian drone products. We have always firmly opposed the use of our products and technologies for any military or war purposes. DJI will also continue to strictly comply with and implement China's export control regulations and applicable laws and regulations in the countries and regions where our business operates." The spokesperson for the Ministry of Commerce also said that since the relevant policy was implemented one year ago, the ministry, in cooperation with relevant departments, has widely solicited opinions and suggestions from all stakeholders and conducted a careful evaluation in accordance with the provisions of the Export Control Law. Based on the need for developing the situation, the ministry has made the decision to optimize and adjust the policy. The adjustment embodies the management concept of balancing development and security, which is conducive to better safeguarding China's national security and interests, better fulfilling international obligations on non-proliferation, and better ensuring the safety and stability of global industrial and supply chains.
The spokesperson said that the Chinese government firmly supports Chinese enterprises in engaging in international trade and cooperation in the civilian field for drones, opposes the misuse of civilian drones for non-peaceful purposes, and opposes the arbitrary imposition of illegal sanctions on Chinese enterprises and individuals by some countries on the pretext of drones. China will continue to monitor and evaluate the export of drones and adjust and improve relevant policies in a timely manner.
